Rural, suburban or urban communities are welcome to apply. Communities that can most benefit from our programs have the following elements:

- Two or more existing apolitical organizations with diverse memberships seeking to collaborate to improve the community
- Communities with populations of between 1000 and 10,000 residents (can be segments of neighborhoods)
